The three European pricelists

Western, Northern and Central Europe are priced identically despite being separate lists, so for practical purposes there are two European prices: about €24.90 and about €14.90 on Standard.

What that means at 25 users

Major markets

Germany, the UK, France, the Netherlands, Spain and Italy all sit on the same Western/Central European rate — roughly €29.90 per user per month promotional, €37.40 at renewal, on the Custom plan.

Two things worth noticing.

The UK is priced in euros. Despite being outside the EU and using sterling domestically, the UK sits on a euro pricelist, so your Odoo bill carries currency risk against your revenue. Some UK businesses see GBP quoted instead — worth confirming which applies to you and locking the term.

Europe is cheaper than the US, materially. Western Europe pays about €37.40 for Custom against $61.00 in the United States — roughly $43 versus $61. Most English-language Odoo cost content is written from US figures, so if you've been budgeting from a US blog, you're overestimating by around 30%. The promotional-rate trap, in euros

Every figure above that says "renewal" matters, because the number Odoo advertises isn't it.

The advertised rate is a twelve-month introductory price, applying only to the users you order at signup. At renewal you move to list — roughly 25% higher. Users added during the year generally join at list rate immediately.

So a German business quoting €29.90 per user in its business case is quoting year one. Year two is €37.40, and every year after. On 25 users that's about €2,250 a year that was never in the model. Full detail: why your Odoo renewal price went up.

Three things specific to buying Odoo in Europe

1. Multi-year discounts aren't offered everywhere. Some pricelists — the USA and Middle East among them — offer 2- to 5-year commitment discounts of around 10%. European pricelists don't reliably. Worth asking for explicitly rather than assuming it's on the menu.

2. Data residency is a real question and a separate one. Odoo Online hosts where Odoo hosts. If you have GDPR-driven or contractual requirements about where data physically sits, that's a question to answer before choosing a plan, not after. Self-hosting or a provider in your jurisdiction is the usual route, and it's one of the more common reasons European businesses choose Community.

3. Statutory compliance is where local expertise earns its fee. E-invoicing mandates are landing across Europe on different timetables — Italy, France, Germany, Poland and Spain all with their own rules and formats. This is genuinely worth paying someone local for, whatever edition you run. Don't let a cheap licence talk you out of a competent accountant.

The licence isn't the number that decides your budget

Across every European market, implementation costs more than the licence, and it's priced by local consulting rates rather than a pricelist. Published ranges run €5,000 to well over €100,000, with €15,000–€45,000 typical mid-market — and the largest variable is how much of the work is custom development rather than configuration.

Then there's the part nobody quotes: every change after go-live, priced per change, and rewriting custom modules at each version upgrade. Over five years, the licence is usually under half the total. What an Odoo implementation actually costs has the full breakdown.

The edition question, from a European angle

Odoo Community has no per-user licence anywhere in the world — no European pricelist applies to it, because there's nothing to price.

For a 25-person business in Western Europe, that's the difference between roughly €7,470 a year and zero. What you give up is real: no Odoo Studio, no official Odoo SA support contract, no Odoo.sh, and the Enterprise-only applications.
