How the pricing is determined
By the IP address you visit odoo.com from, not by your billing address or where your company is registered.
That's an unusual mechanism, and it produces some odd results — a US company whose finance lead prices it up while travelling sees a different number than the same company priced from the office.
Why software is priced this way
This isn't unique to Odoo, and it isn't arbitrary. It's standard practice for global software, and there are real reasons for it:
Purchasing power. A price that's reasonable relative to salaries in one market is prohibitive in another. Uniform global pricing would mean pricing out most of the world or leaving substantial money on the table in wealthy markets. Regional pricing is how vendors serve both.
Competitive landscape. Odoo competes against different products at different price points depending on the market.
Cost to serve. Support, localisation, statutory compliance and partner ecosystems all cost differently by region.
Currency and taxation. Eight currencies, each with its own volatility and local tax treatment.
Whether it's fair is a question people answer differently depending on which side of the spread they're on. What's not in dispute is that it's real, it's large, and almost nobody factors it in when comparing ERP quotes across borders.
What this means in practice
Comparing Odoo to other ERPs? Use your own country's Odoo price. A comparison built on a US blog's figures is wrong by up to 3.5× if you're not in the US — in either direction.
Multinational? Your Odoo cost per user may differ substantially between entities. Worth checking before allocating software costs across subsidiaries, and worth asking Odoo directly how it's handled for a group buying centrally.
Budgeting a rollout? Check odoo.com/pricing from the country you'll actually contract in, and get the quote in writing.
And the thing not to do: don't misrepresent where you are to get a cheaper pricelist. It's a contractual term, it's detectable, and an ERP subscription is not a thing you want on unstable footing. If your business genuinely operates in a lower-priced region, that's a legitimate conversation with Odoo's sales team. Pretending it does isn't.
The variable most people miss anyway

The caveat, as everywhere on this site: Community, so no Odoo Studio, no official Odoo SA support contract, and no Enterprise-only apps. If you need those, Odoo's regional pricing is genuinely worth checking, because in some markets Enterprise is far cheaper than the figures most English-language content quotes.
