What does an Odoo implementation actually cost?
Three numbers, not one. The licence is per user per month and it rises about 25% after your first year. The implementation is a one-off that runs anywhere from $5,000 to well over $100,000 depending almost entirely on how much customisation you agree to. And then there's the cost nobody quotes you: every future change, priced per change, for as long as you use the system.

Three things about that table that catch people out
The advertised price is an introductory rate. It applies for twelve months, to the users you order at signup. Then it renews about 25% higher. Monthly billing costs more. Roughly 20–25% on top of the annual rate.
External API access is on the Custom plan only. This one matters more than it looks. If you need to connect Odoo to anything — a warehouse system, a marketplace, a reporting tool, an AI assistant — through Odoo's XML-RPC or JSON-RPC API, you need the ~$61/user/month tier. Layer 2: implementation
This is the number that varies most and the one your quote is mostly made of.
Published ranges from ERP analysts and partners: $5,000 to $250,000+, with $15,000–$45,000 typical for a mid-sized business. Small manufacturers with 10–20 users are commonly quoted $10,000–$25,000; larger multi-department rollouts exceed $100,000.
Why the same job gets wildly different quotes. It's not that some partners are dishonest. It's that "implementing Odoo" isn't one thing. Configuration — turning on the right apps, setting up your chart of accounts, importing data, training people — is bounded work. Customisation is unbounded, because every custom module is code somebody has to write, test, document, and then rewrite at every upgrade.
The single biggest lever on your implementation cost is how much of your quote is configuration and how much is custom development. Ask for that split explicitly. A quote that won't break it down is telling you something.
What's usually in a quote: requirements analysis, configuration, data migration, custom modules, integrations, training, project management, go-live support.
What's usually not: the licence. Hosting. Changes you think of after go-live. The upgrade in eighteen months.
Layer 3: hosting
- Odoo Online — included in Standard and Custom, but you can't self-host or install arbitrary third-party modules.
- Odoo.sh — Custom plan only, worker-based pricing, roughly $60/month for a single worker up to several hundred for production plus staging. Full itemised bill: what Odoo.sh actually costs.
- Self-hosted — your server, your responsibility: backups, security patches, upgrades, monitoring. Cheap in licence terms, not free in time.
Layer 4: the one nobody quotes
Everything above is knowable at signature. This one isn't, and over five years it's often the largest.
Every change costs a quote. Add a field to a form. Change an approval step. Alter a report layout. Under the standard partner model each of those is scoped, quoted, scheduled and invoiced. Individually small, cumulatively the reason ERP budgets overrun.
Upgrades rewrite your customisations. Odoo ships a major version annually. Custom modules written against version 17 don't automatically work on 19. The uncomfortable observation: the licence is under 42% of it. Most Odoo cost analysis online compares licence tiers, which is the layer you have the least control over and the one that matters least.
How to spend materially less
Four levers, roughly in order of impact.
1. Cut customisation before you cut anything else. Most custom development in ERP projects exists because a business chose to keep an existing process rather than adopt the standard one. Sometimes that's genuinely right. Often it's a habit that costs $8,000 to preserve and another $8,000 to migrate at every upgrade. Go through the quote line by line and ask, for each custom item, what happens if we just do it the Odoo way.
2. Question the per-seat model. Per-user pricing means your software bill grows with hiring, and it quietly discourages giving warehouse or shop-floor staff access to a system that would work better if everyone used it. 3. Consider Community. No per-user licence at all. It's not free — you're trading licence fees for hosting and responsibility, and you give up Studio, official Odoo support, Odoo.sh and several Enterprise-only apps. Questions to ask before signing anything
- What's the renewal price, not the first-year price?
- What percentage of this quote is configuration versus custom development?
- What does a small change cost after go-live — a new field, an approval step, a report tweak?
- What happens at the next version upgrade, and are my custom modules included?
- Whose Odoo account is my database created under? Ask this in writing. There are documented cases of partners creating client databases under the partner's own account and later revoking the client's access. Your database should be under your company's ownership, and you should be able to download it whenever you want — see who owns your Odoo database.
- Do I need external API access? If yes, you're on Custom, not Standard.
- What's the exit cost? If leaving means losing your data or paying for an export, that's a cost too.

What you give up, stated plainly: this is Odoo Community, so no Odoo Studio, no official Odoo SA support, no Odoo.sh, and some Enterprise-only applications aren't there.
